Error code 13204 in pokemon black?

Pokemon games can only connect via WEP networks. Your DS can connect to a WPA network, but as far as I know, there is no game that connects to WPA. However, that's what I assumed. I decided to go to the Nintendo website and do a search on the error code. Says too many players, but you said you keep trying. So, either your network, or the action replay.
