Can someone help explain this quote by george washington to me?

Okay, this is kind of a loose interpretation, but it may help. Where it says freedom is less than a name it means its was a term used loosely. And when he said it says "where the government is too feeble to withstand", it is pointing out how the British ENFORCED freedom with a stern grip. Meaning, a government is not able to have COMPLETE control, while still giving it's citizens the freedom they say they deserve. I'm sorry if it seems hard to comprehend. Thats the best I can explain it.
